Answer:

بسم الله الرحمن الرحيم

We begin with Allah’s blessed name, we praise him and we glorify him, seek his forgiveness and ask him to guide us. Whoever Allah guides, None can lead astray and whoever he misguides, None can guide. There is no power and no strength except from Allah, The most high, the Most great, the most powerful. We bear witness that there is no one worthy of worship but Allah Alone, and we bear witness that Prophet Muhammad (pbuh) is His slave-servant and the seal of His Messengers. We pray for peace and blessings on all the noble messengers and in particular on the last of them all “the blessed prophet Mohammad (pbuh)”

You say that you have taken a lone in one country and have paid back some and some is still unpaid, and you are seeking the citizenship of another country.

Narrated by Abdullah ibn Mas'ud Allah's Messenger (saws) said, "Even though usury be (or promises) much, it leads in the end to penury!" Al-Tirmidhi [Hadith 2827]

Dear brother, if one does not pay ones loan back to the issuing organization or person, then it would be nothing but the theft in the sight of Allah. It does not behove and befit the character of a believer to break the contract or to steal the things. The absolute first thing you should do is to pay back the loan to the person or the organization.

Allah Says in the glorious Quran: And He (Allah) provides sustenance for him from (sources) he never could imagine! And if anyone puts his trust in Allah, sufficient is (Allah) for him. For Allah will surely accomplish His purpose: verily for all things has Allah appointed a due proportion. Quran [65:3]

Narrated by Umar ibn al-Khattab Umar heard the Prophet (saws) say: 'If you put your faith completely in Allah, He will arrange for your sustenance in the same way as He provides for the birds. They go out in the morning with their stomachs empty, and each returns (with their hunger) satisfied in the evening.' Al-Tirmidhi [Hadith 79]

Dear brother, The peace of mind and heart can only be acheaved through the rememberance of alllah, Allah says in the glorious quran: The people who have accepted (the Message), their hearts find comfort in the remembrance of Allah. Note it well!, that it is Allah's Remembrance Alone that brings contentment to the hearts! Blessed are those who have accepted the Message and done righteous deeds. They will have a good end. Quran[13:28-29] And Allah alone knows the best.

I ask Allah to make this a sincere effort, seeking his pleasure, and I ask him to grant us refuge in him from the evils within ourselves, and that in our deeds. I ask him to grant us success in achieving whatever pleases him; And May Allah Shower His blessings and mercy upon our beloved Prophet Muhammad (pbuh), his family and his Companions and on all those who follow him until the final hour.
