Answer:

بسم الله الرحمن الرحيم

We begin with Allah’s blessed name, we praise him and we glorify him, seek his forgiveness and ask him to guide us. Whoever Allah guides, None can lead astray and whoever he misguides, None can guide. There is no power and no strength except from Allah, The most high, the Most great, the most powerful. We bear witness that there is no one worthy of worship but Allah Alone, and we bear witness that Prophet Muhammad (pbuh) is His slave-servant and the seal of His Messengers. We pray for peace and blessings on all the noble messengers and in particular on the last of them all “the blessed prophet Mohammad (pbuh)”

Allah and his messenger has guided the believing women to observe hijab when in the presence of non-mehram, so that they will be recognized as God-fearing and will not be molested. As Allah Says in the Quran:
O prophet! Tell your wives and daughters and the believing women that they should cast their outer garments over their persons (when in the presence of non-mehrams):that is most convenient that they should be known (as such) and not molested: and Allah is Oft-Forgiving Most Merciful. QURAN[33:59]

If believing women, who implement the laws, restrictions, conditions of shariah, while in inter-action with non-mehram is molested, then there will be absolutely no blame on her and the molester will alone bear the burden of this grave crime.

But if believing women, violated the laws, restrictions, conditions of shariah, while in inter-action with non-mehram (whereby her apparel, and her beauty etc. were exposed in the presence of non-mehram men, or she casually and freely inter-acted, talked, met, dated, etc. with them...) is molested, then she too will carry the burden of the sin of seduction, and the chief burden will be on the molester.

Narrated by Abu Hurayrah Allah's Messenger (saws) said: 'There are two types, amongst the denizens of Hell, I have yet not seen them. One possessing whips like the tail of an ox and they flog people with them. (The second one:) the women who would be naked in spite of their being dressed, who are seduced (to wrong paths) and seduce others with their hair high like humps. These women would not get into Paradise and they would not perceive the odour of Paradise, although its fragrance can be perceived from such and such distance (from great distance).' SAHIH MUSLIM [Book 40: Hadith 6840]

You should always guard your chastity by being within the boundaries of shariah and wear proper hijab. As Allah has blessed hijab, and because of the Allah's blessing the chances are very very less that woman wearing proper islamic dress (hijab) will be molested.

However if any women's chastity is dishonored by touching or feeling her and Allah saves her from molester's evil intention of having illegal sexual intercourse, and she escapes. She should not sit down and keep silence; rather she should stand up with courage and strive to bring the molester to justice.

But, if you will prefer to remain silent then your silence might make the evil-doer even more daring in the future, and he may take your silence as a license to destroy some other innocent sisters life.

In islam Blaming someone of 'molestation' is indeed a serious accusation...and in shariah law you need four witnesses to prove your claim, unless you can bring forth four witnesses to back up your accusation, the truth is, there is very little you can do.

If you fail to bring four witnesses, don't despair from the justice of Allah, it may be the molester will get away without any punishment in this world, but I want to assure you that he will never get away without punishment in presence of Allah on the Day of Judgment, where every victim of injustice will be given due justice.

The sisters did the right thing, to complaint against the accused to the authority, as it will be an eye-opener to the evil bent people, and the message will be clear, 'if you molest some you are going to face humiliation and punishment' and will in turn help to decrease the cases of molestation. And Allah alone knows the best.

I ask Allah to make this a sincere effort, seeking his pleasure, and I ask him to grant us refuge in him from the evils within ourselves, and that in our deeds. I ask him to grant us success in achieving whatever pleases him; And May Allah Shower His blessings and mercy upon our beloved Prophet Muhammad (pbuh), his family and his Companions and on all those who follow him until the final hour.
